it seemed that year that every other anime was about a wacky redhead.

i attribute it to the lasting popularity of Lucille Ball.

The ORIGINAL "I Love Lucy", a famous redhead and one of the funniest famous woman anywhere.  her stuff is still syndicated,
and even though it was long before tv had color -- still totally funny, slapstick, like as funny as anime.
it seemed like one year it was foolycooly, pretear, elfenlied, tenchi, excel saga, like nothing but bizzare redheads.

i guess all the sailormoon copycatting had tired society out on anime blonds.
